The project engages the public health sector and the formal and informal private health sector to: a) strengthen the management capacity of the State Ministry of Health and Local Government Area health personnel to provide planning and oversight of malaria interventions; b) promote positive malaria-related behaviours through behaviour change communication activities and community mobilization; and c) improve the ability of the focus states and NMCP to effectively monitor and evaluate malaria interventions and use data effectively for decision-making.

CHIEF OF PARTY
Based in Abuja, the COP provides vision and direction to the project and oversees all aspects of performance. The COP is the key point person to liaise with the donor, USAID, and other key stakeholders nationally and internationally. S/he has proven expertise in managing complex multimillion dollar-funded (preferably USAID) health projects in developing countries; experience in institutional capacity development, and skills transfer among public, private, and NGO partners. S/he is a recognized leader in public health with significant experience navigating through the Nigerian government and public health system, having credibility with key government and non-government stakeholders. Ideally, s/he is a recognized leader in the malaria field. The successful candidate must have strong management and problem solving skills; be an innovator in finding effective solutions to malaria prevention and treatment; demonstrate experience in managing complex political and policy issues; and show a proven ability to work with government agencies, stakeholders, and decision makers.

JOB FUNCTIONS
Manage overall project including programmatic, financial, administrative, contractual, donor liaison, communication (project dissemination), and representation functions.
Provide overall technical leadership in one or more core content areas and supervise and provide technical support to designated technical and management teams.
Establish and maintain close working relationships, partnerships, and coordination with the NMCP, State Ministry of Health, USAID-funded partners, and other stakeholders and partners.
Build capacity among stakeholders to manage and implement malaria control programs.
Oversee development of annual work plans, budgets, reports, and other deliverables, ensuring all are on time and of high quality; supervise performance monitoring and evaluation efforts.

QUALIFICATIONS AND SKILLS
At least 15 years relevant experience with demonstrated management and supervisory capability in leading large and complex field-based and donor-funded public health projects involving staff of diverse, multi-cultural backgrounds.
Public Health (preferably malaria or infectious diseases) experience in Nigeria including working in or with government agencies at the local, state and/or national levels.
Experience interacting with technical health organizations and international donor agencies, preferably including USAID and or PMI.
Masters degree in Public Health, Development or Social Sciences related field.

MONITORING AND EVALUATION (M&E) ADVISOR

Based in Abuja, the M&E Advisor oversees all project research, monitoring, and evaluation activities, including building capacity (in conjunction with the Capacity Building Advisor and State-level Management and Capacity Building Officers) with the government, particularly with the NMCP and at the national, state, and LGA level in the focus states. S/he monitors and evaluates project and government interventions as well as develops frameworks and processes to use and analyze the data to inform evidence-based planning and decision making. S/he strengthens and harmonizes sources of information and data to improve management decisions and overall project performance and effectiveness, enabling the project to incorporate results in a fluid, dynamic manner. S/he is also responsible for designing and implementing all project research, including situational analyses and assessments; incorporating cutting edge and innovative research techniques; developing a clear monitoring and evaluation plan with indicators that are reflective of key malaria objectives and requirements; and coordinating among the COP, Malaria Technical Advisor, and technical managers as well as with other non-project stakeholders to ensure that data is disseminated and used to implement research-based interventions.

JOB FUNCTIONS
Design, update, and revise as necessary M&E frameworks for the MAPS project, including indicators, activities, targets, and reporting timeframes.
Develop processes to use and analyze data to inform evidence-based planning and decision making.
Oversee MAPS situational analyses, assessments, and related reporting.
Oversee the implementation of M&E plans for all MAPS focus states, working in collaboration with state-level M&E advisors as well as Implementation Director.
Provide regular updates to COP, Project Director, partners, and other applicable staff on the implementation of M&E activities.
Provide technical assistance to the project, NMCP, partners, and other GoN entities in designing and implementing quantitative evaluation surveys for malaria programs, including sampling frames, survey instruments, survey implementation, data analysis, report writing, and dissemination of results; monitor and evaluate government interventions as applicable.
Build M&E capacity among project staff, partners, and the GoN by organizing and leading trainings and meetings as necessary.
Draft reports and lessons learned as necessary, including contributing to quarterly and annual reports, work plans, and other deliverables.
Travel to state sites when necessary to support M&E activities.
Interpret and disseminate data from malaria programs and ensure that state and national results are reported to clients and partners.
Help disseminate lessons learned at state, national, and international forums.
Serve as primary liaison on state and national M&E issues with clients and partners.
Identify and advise the COP and Project Director on problems in fulfilling M&E plans and suggest remedial actions.
Design and manage evaluation surveys for states, including assisting with the hiring and training of required M&E personnel.
Keep abreast of regional and international M&E malaria strategies and share state-of-the-art information, tools, and approaches with clients and partners.
Represent MAPS professionally at partner meetings and other M&E forums.
Provide technical guidance in resolving other issues related to the project as required.

QUALIFICATIONS AND SKILLS
Masters degree in one of the following or related fields: Monitoring and Evaluation, Public Health, Demography, Statistics, and other job-related field experience required.
Ten years of relevant work experience required in international health and/or development programs, including practical experience in monitoring and evaluation.
Familiarity with malaria prevention and infectious diseases.
Working knowledge of USAID and familiarity with USAID M&E rules and requirements.
Competence in all facets of survey design and implementation and experience in data analysis using Stat, EpiInfo, SAS, or SPSS.
Practical experience understanding of the Nigerian health system.
Must have excellent written and oral skills in English.
Excellent multi-tasking abilities as well as the ability to work within and effectively meet deadlines.
Strong organizational, communication, interpersonal, and computer skills.
Willingness and ability to travel.
Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
