World Bank Nigeria: Monitoring and Evaluation Specialist,

The World Bank requires the services of a Monitoring and Evaluation Specialist, to be based in Abuja.

The Monitoring and Evaluation Specialist will work closely with the country teams to strengthen results management, under the management of the AFTRL Sector Manager and guidance of the AFCS2 Country Director.

Specifically, He/She would report jointly to the AFTRL Lead M&E Specialist and HD Sector Leathe in the Bank’s matrix environment. He/She would spend 70% of time on Humane Development projects in the portfolio and 30% on other sectors

Key responsibilities include:

Providing advisory support in all aspects of monitoring and evaluation for operations, including developing results frameworks, designing monitoring and evaluation systems for Bank-supported operations, supervising the implementation of monitoring and evaluation systems, and providing guidance on retrofitting ISRs and monitoring and evaluation frameworks for projects under implementation to capture Bank wide core indicators;

  • Providing advisory support to develop results matrix and monitoring and evaluation system for CAS and related CAS products;
  • Strengthening country teams’ capacity to improve monitoring and evaluation systems, impact evaluations, and statistical systems, through design and delivery of learning activities and knowledge sharing tools;
  • Contributing to the design and implementation of the Bank wide and Africa Regional results monitoring and measurement platforms that integrate reporting on country, sector and global program results, in collaboration with other Bank units;
  • Supporting capacity building of national systems and institutions for effective monitoring and evaluation the national Poverty Reduction Strategy (PRS) and national development strategies;
  • Working with other development partners and civil society to harmonize country monitoring systems and strengthen country monitoring and evaluation capacity to meet PRS monitoring and reporting requirements.

The specific duties will include, but not necessarily be limited to:

  • An advanced degree in public health, economics, statistic, social sciences, or related subject area, and at least five years of relevant experience in development work, including design and implementation of public sector results management and monitoring and evaluation;
  • Demonstrated knowledge of the Bank’s Results Agenda, the systems and processes that support its implementation (including the new Bank-wide Results Monitoring and Measurement Platform), and the international efforts by Borrowers and Donors to promote the monitoring and management for development results;
  • Relevant experience in Bank operations, including provision of operational support for results management in projects and country assistance strategies, in at least one region and one sector, and strong knowledge of World Bank’s operations and business processes;
  • Superior organizational and logistical skills; capacity to work simultaneously and effectively on a variety of tasks;
  • Excellent writing, oral and presentation skills.
  • Behavioral competencies that facilitate dialogue with country partners and country teams, including listening skills, effective teamwork, knowledge sharing, training and capacity development skills, and ability to adapt advice to the local institutional realities.

Support the design and implementation of national flagship programmes that are inclusive and perform efficiently; develop strategies which facilitate intersectoral convergence and effective use of resources.
  4. Responsible for tracking new and innovative trends in social policy and advocate/disseminate new ideas with policy makers and other stakeholders. Monitor and provide periodic updates on the programmatic environment of the field in relevant areas for the well-being of children and women.
  5. Meet with and maintain regular professional contacts with government officials, national and international agencies and other partners, including research and training institutions, through joint visits, consultations, meetings. Advocate and promote the adoption of UNICEF policies and strategies, foster alliances to meet objectives.
  6. Undertake field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project management and implementation. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).
  7. Participate in intersectoral collaboration with other programme colleagues. Assist in development of appropriate communication and information strategy to support and/or advocate programme development at national and states levels. Contribute relevant input to annual, donors and other reports and documents.
  8. Assist state ministries and government authorities in planning and organizing training programmes in the field of social policy, including the design and implementation of social and economic policies, legislative measures and budgetary allocations in favour of children and women.   9. Prepare programme/project status reports required for management, Board, donors, buget review, programme analysis, annual reports etc. Provide inputs to position papers for use in UNICEF social policy dialogue within the national programmatic environment.
  10. Participate in the development of the programme/sectoral workplan, ensure the achievement of specific assigned objectives. Ensure the accurate and timely input of project information in the computerized programme system, and prepare periodic management, budget, donor and other status reports for monitoring and evaluation and decision

Minimum qualification and competencies

  • Advanced university degree in Social Sciences, Law, or related technical field.
  • Five years of progressively responsible professional work experience at the national levels in programme management, monitoring and evaluation, in the area of social policies, database and capacity development.
  • Gender/human rights/humanitarian principles training an advantage.
  • Fluency in oral and written English is required. Knowledge of the local working language of the duty station, an asset.
  • Knowledge of the latest developments issues, policies, social programming policies and procedures in international development cooperation.
  • Analytical, negotiating, communication and advocacy skills.
  • Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and teach skills.

Working in the HR Department and reporting to the Employee Services Manager, the candidate will possess 4 years experience comprising: 2 years in immigration and emigration, passport and documentation management and 2 years in a supervisory role
Candidate will have a first degree in any field. A degree in foreign or international relations or any related discipline would be an added advantage Knowledge of Immigration Acts & Manual and ability to interpret immigration laws.

Job Description
Immigration Management
Establish and administer immigration processing including issuance of work permits to new expatriates after confirming that all statutory and administrative requirements relating to resident permits, temporary work permits, alien registration cards have been met by relevant/respective MTN employees.

Advice MTNN on new immigration related legislation;
interpret impact on MTNN & make recommendations on necessary actions as required.
Develop and maintain standard immigration policies, process and procedures for MTNN in consultation with the line Manager
Ensure periodic reconciliation of expatriate quota with the Immigration Authorities
Manage expatriate quota positions by ensuring that expatriate quotas are renewed as and at when due
Liaise with the Immigration Authorities on extension of expired temporary work permits
Liaise with the Immigration Authorities for the processing of certified residence permit and alien cards, (CERPAC) residence Permits and multiple re-entry visas for MTNN expatriates
Ensure excellent performance and quality service delivery, maintaining strong internal and external relationships
Assign appropriate responsibilities to subordinates and carry-out proper supervision to ensure accuracy.
Ensure monthly returns of expatriate quota to Immigration Authorities

Visa Application Processing
Evaluate information received for visa applications and thoroughly review all accompanying documentation in order to determine the suitability/compliance of the applicant with the requirements of the Immigration and Refugee Protection Act.

Ensure customers are kept informed of any developments relating to visa queries
Ensure monitoring and tracking of expatriate visas and expiring periods
Manage processing of visa applications and visa renewal for MTNN staff traveling for business purposes e.g. trainings
Provide advice/assistance to MTNN staff regarding passport applications and renewals
Manage cash advance, disbursement and reconciliations
Relationship Management
Manage sensitive relationships with top officials in the Immigration office and High Commissions/Embassies
Maintain cordial relationships and goodwill with the Immigration Authorities and other stakeholders such as the Federal Ministry of Internal Affairs
Manage customer workflow queues within pre defined timescales, prioritizing effectively when necessary.
